COE refusal vs embassy refusal
About nine in ten failures happen before you ever visit VFS: Immigration in Japan declines to issue the COE. The school is notified with a reason category. Embassy refusals after a COE are less common and usually come from a poor interview, a document mismatch discovered at the embassy, or new information (such as a previous refusal that was not declared).
The 10 reasons, and the fix for each

Frequently asked questions
Can I reapply for a Japan student visa after a COE rejection?
Yes. There is no waiting period or ban after a normal refusal. Fix the stated reason with documents and apply for the next intake, usually 3–6 months later. Fraud-related refusals are different and can carry a multi-year ban.
Does Immigration tell me the exact reason for refusal?
Immigration gives the school a reason category (for example, 'doubts about ability to pay expenses'), not a detailed letter. The school or your institute can usually request clarification at the Immigration office.
Will I get my money back if the COE is refused?
Tuition is not yet paid at the COE stage, so you lose only the school's application/screening fee and translation costs. Check your institute's written refund policy for its service charge before paying anything.
Is a bank loan accepted as proof of funds?
Generally no — Immigration wants to see genuine family savings supported by income. A loan that appears as a sudden deposit is a common reason for refusal.
