What is COE (Certificate of Eligibility) and Step-by-Step Process for Bangladeshi Applicants

When I first thought about studying in Japan back in 2015, a senior told me, 'Before you think about a visa, you need a COE.' COE stands for Certificate of Eligibility—a document issued by Japan's Immigration Bureau that proves you are eligible to study in Japan. It is the most important paper for your visa application.

Many Bangladeshi students think they can just go to the Japanese embassy and get a visa directly. But actually, your school or university applies for the COE on your behalf. Only after you receive the COE can you apply for the visa.

The COE process for Bangladeshi applicants usually takes 1 to 3 months. But once you have the COE, getting the visa is almost guaranteed.

Step 1: Get Admitted to a Japanese School

The first step is to be accepted by a Japanese educational institution—a language school, college, or university. Apply to your chosen school, submit the required documents, and secure admission. Remember, your school will sponsor your COE application, so choose a school with good support and reputation.

Typical Requirements for Language Schools:

• Completion of 12 years of education (HSC or equivalent)
• Proof of Japanese language ability: JLPT N5 or JFT-Basic pass (some schools accept a 150-hour Japanese course certificate)
• Financial proof (bank balance of about 2.5–3 million yen or equivalent in BDT)

Step 2: School Prepares Your COE Application

After admission, the school will submit your information to the Immigration Bureau. At this stage, you need to provide the following documents:

• Passport copy (clear scan)
• Educational certificates (SSC, HSC or equivalent)
• Japanese language certificate (JLPT/JFT)
• Bank statements (last 6 months, balance at least 2.5 million yen equivalent)
• Sponsor's income proof (father's or guardian's tax returns, salary certificate)
• Study plan (reasons for studying in Japan and future plans)

Make sure all documents are translated into Japanese or English. Some schools have their own forms, so stay in touch with them.

Step 3: Immigration Bureau Review and Waiting

The school submits all documents to the Immigration Bureau. Review and issuance of COE typically takes 1–3 months. Be patient and check updates with your school. I know a student whose COE took 4 months, but she eventually got it.

Step 4: Apply for Visa after Receiving COE

Once you have the COE, apply for a student visa at the Japanese Embassy or Consulate. In Bangladesh, you apply at the Embassy in Dhaka. Required documents: original COE, passport, visa application form, photo, etc. Visa processing usually takes 5–10 working days.

• Never forge documents—it can get you banned from Japan forever.
• Ensure your financial proof matches the sponsor's income.

• Visa fee is separate (currently around 3,000 BDT).
