COE (Certificate of Eligibility) Explained Step by Step for Bangladeshi Applicants

If you want to study in Japan, the first thing you need to understand is the COE (Certificate of Eligibility). It's a certificate issued by Japanese Immigration that proves you are eligible to stay in Japan legally. It's not a visa, but it's the most important document to get one.
Why do you need a COE?
Without a COE, you cannot get a student visa for Japan. It proves that your study purpose is genuine, you can afford tuition fees, and you will follow Japanese laws. Many applicants from Bangladesh first enroll in a Japanese language school (like ARC Academy or Shinjuku Gyoen Gakuin), and then the school applies for the COE on your behalf.
Step 1: Choose a Japanese language school
First, find a good language school. Look at location—Tokyo, Osaka, Kyushu. Popular schools in Tokyo include Yoshida Institute and Tokyo Galaxy. Smaller cities can be cheaper.

- School rating and location
- Tuition fee (approx. 700,000 to 850,000 yen/year)
- Part-time job opportunities
- Dormitory or housing options
Step 2: Gather required documents
When applying to the school, you'll need:
- Copy of passport
- Academic certificates (SSC/HSC)
- Bank statement (show around 1.5–2 million taka)
- Japanese language proficiency proof (JLPT N5 or NAT-TEST)
- Study plan
If you don't know Japanese, aim for JLPT N5. In Bangladesh, JLPT is held twice a year (July and December) in Dhaka or Chittagong.
Step 3: School applies for COE
The school submits your documents to Immigration. They will give you an offer letter. COE processing usually takes 2–3 months. Apply at least 4–5 months before your intended start date (April, July, October, January).
Step 4: Apply for visa after receiving COE
Once you have the COE, apply for a student visa at the Japanese Embassy in Dhaka. Visa processing takes another 1–2 weeks. Then book your flight and prepare for Japan.
Real example
I had a student, Rakib, who enrolled at Yoshida Institute. He passed JLPT N5, but his COE was delayed because of a bank statement issue. After fixing it, the COE arrived in 3 months. He now lives in Takadanobaba, Tokyo, and works part-time.
Caution
Don't book your flight until the COE is issued. Remember, the COE is valid only for the specific school and course. If you change schools, you'll need a new COE.
